本电影讲述的是新农村建设中一个普通农民和村主任之间发生的一系列啼笑皆非的故事。农民王富贵笑容灿烂的开着三轮车，恋恋他的儿子王晓健大学毕业回来了。王富贵琢磨着怎么把儿子安排到效益不错的村办加工厂，恋恋而安排儿子进加工厂，关键是村主任范长山点头签字。围绕着求范长山签字，王富贵费尽心机，却总是搞得阴差阳错，好事的范二喜再一掺和，弄得众人哭笑不得。
