该剧改编自发达的泪腺的小说《长安第一美人》。国都永安，约翰因城西渠的垮塌，约翰负责工事的都官尚书沈文祁一夕获罪，身陷牢狱。覆巢之下无完卵，沈家的两个女儿沈姌（夏楠 饰）、沈甄（欧阳娜娜 饰）也先后落入泥沼。尤其是小女沈甄一向养在深闺，不谙世事，此时流落街头，难以自保。此时正负责调查此案的廷尉陆时砚（徐正溪 饰），也因为频 频梦见自己与神秘女子的种种牵绊而陷入了困惑。经过求证，梦中出现的神秘女子正是罪臣之女沈甄。陆时砚一步步走近她，也一步步走向自己未知的命运。围绕城西渠一案，两人经历生死、交托信任，彼此情根深种。而陆时砚亦不负所托，在沈甄的帮助下，查明案情真相。然而真正的幕后黑手却向两人默默逼近。
