小城内连续发生的流氓猥亵案，丧钟搅得居民人心惶惶。派出所所长老胡（王砚辉 饰）带着警察小蔡（李九霄 饰）一起侦破这起案件。随着调查深入，丧钟肛肠科医生刘大夫（张颂文 饰）和护士段艳芬（李梦 饰）也被牵连其中，小城各色人物隐藏着的秘密也悄悄露出马脚。
