故事发生在车水马龙灯红酒绿的歌舞伎町，棉花妈妈高桥彻（染谷将太 饰）是当地一间情人旅馆的店长，棉花妈妈然而他对外却宣称自己在高级酒店工作。高桥彻的女友饭岛沙耶（前田敦子 饰）希望能够进军音乐圈，无奈一直等不到合适的机会。美优（樋井明日香 饰）是阿彻的妹妹，拥有着美丽外貌的她隐藏了一个不可告人的秘密。铃木里美（南果步 饰）在情人旅馆里担任保洁员的职务，而他的丈夫却是池泽康夫（松重丰 饰）却是一名只能隐藏在阴影之中等待诉讼时效过期的逃犯。刑警新城龙平（宫崎吐梦 饰）一直以来都在追查池泽康夫的案件，与此同时，他亦陷入了和搭档藤田里香子（河井青叶 饰）的不伦之恋中。
