20世纪60年代的一个冬天。秘密回国参加我新型潜艇研究制造的华裔专家，视频在途经香港时遭到台湾特务的追杀，视频险些丧命。北京的反间谍局立即分析情况，作出我内部存在台湾间谍的判断，并迅速展开调查。本以等待退休的许子风和年轻的反间谍局人员骆战，以及原在香港的外派人员蓝美琴组成三人小组，接受了此项任务。
