何小冬与小妹芷若因父亲过世，于是由乡下至珠海寻找二叔投靠，但是其间无意看见以屠月生为首的贩毒集团杀人无数。贩毒集团欲杀小冬灭口，挟其妹芷若为饵，小冬奋勇救妹把贩毒二头目龙哥杀死。此时公安局长亦布线许久，怕小冬打草惊蛇，坏了大局，于是命令杨组长配合日本国际特警利用屠月生做生日大寿时潜伏打击犯罪，他们是否能完成艰巨任务呢？
